Description:

It looks like that someone (before enough years) connected school's TC "in wall" (220V AC).
All silium components are burned out.

Repaired! (The dust tells that that coil waited really long time for repair :) )

And here's the schematic...

C1 with L2 and L3 makes resonant LC circuit, and that's how you can calculate value of C1.

For values of C2 and C3 I'm not 100% sure!

In the original schematic there is diode added to the power supply input - probably to save the circuit from wrongly connected power supply.

Power supply can be from 12 to 24V.
